Employee Leadership & Development

The City of Tucson is requesting quotes from qualified firm(s) for the purpose of establishing a Service Agreement to provide a variety of services related to Employee & Leadership Development opportunities for City of Tucson employees. These opportunities shall include, but not necessarily be limited to, training sessions, facilitated development sessions, small and large group workshops, keynote speaking, and coaching sessions. These services shall be provided on an as-needed, if- needed basis, there is no guarantee of work . The City’s intent is to develop an Approved Vendor List for these services. This Request for Quotation (RFQ) will establish the Approved Vendor List to fulfill the City’s annual requirements for services as defined in the Scope of Work and in accordance with the provisions, specifications, and instructions as stated in this solicitation. The City makes no guarantee that Consultants on the Approved Vendor List will receive work. Each City department will schedule work under this contract on an as-needed, if-needed basis, at which time Approved Vendor List providers will be asked for availability. To ensure adequate contract coverage, multiple awards will be made for each category to offerors. The City shall accept quotes from any and all firms and individuals with the demonstrated ability to provide Employee & Leadership Development opportunities as described in this RFQ. Each respondent must indicate which category(s) of service they are able to provide (as required on the Price Page). Each respondent will then be asked to demonstrate their capacity and level of experience or expertise specific to that category. This Request for Quotation shall be open and continuous through November 24, 2025, meaning that the City shall accept quotes from prospective offerors at any time through November 24, 2025. The City intends to review submissions every 60 to 90 days, with the first review session beginning in June 2024. Successful offerors will be awarded a contract and placed on the City's Approved Vendor List. All approved contracts will expire March 31, 2029 unless terminated by the City of Tucson. This solicitation will be open and continuous, allowing offerors to submit after the initial due date for consideration. The schedule for proposals to be accepted will be as follows: 2024 May 1 – June 18, 2024 at 2:00 p.m. Local AZ Time June 21 – August 20, 2024 at 2:00 p.m. Local AZ Time August 24 – October 22, 2024 at 2:00 p.m. Local AZ Time October 25 – December 30, 2024 at 2:00 p.m. Local AZ Time 2025 January 3 – March 4, 2025 at 2:00 p.m. Local AZ Time March 8 – May 6, 2025 at 2:00 p.m. Local AZ Time May 9 – July 7, 2025 at 2:00 p.m. Local AZ Time July 12 – September 9, 2025 at 2:00 p.m. Local AZ Time September 12 – November 10, 2025 at 2:00 p.m. Local AZ Time January 3 - March 2, 2025 at 2:00 p.m. Local AZ Time March 7 - May 5, 2025 at 2:00 p.m. Local AZ Time May 8 – July 6, 2025 at 2:00 p.m. Local AZ Time July 11 – September 8, 2025 at 2:00 p.m. Local AZ Time September 11 – November 9, 2025 at 2:00 p.m. Local AZ Time Reviews will take place in between the scheduled dates. No new awards shall be given after November 24, 2025. The City intends to negotiate scope and pricing for specific engagements at the time of said engagement with each Contractor. Offeror shall complete the price page contained herein as well as offering any additional details about your services that may assist City departments with their training needs. The City shall use this as a starting point when reaching out to schedule training.
