Housing/Homelessness Facilitation, Training, Coaching, and Consultancy

The City of Tucson is requesting proposals from qualified vendors to develop a Qualified Vendors List (QVL) for a wide range of facilitation, training, coaching, and consultancy services to assist in the Housing and Community Development Department's (HCD) efforts to address homelessness and other housing challenges. Qualified vendors will have direct experience with small and large meeting facilitation, employee leadership development and coaching practices, consulting services, and/or training development and delivery related to leadership, homelessness, housing practices, and group process. Funding sources may include Housing and Urban Development (HUD) and/or American Rescue Plan Act (ARPA). Proposals will be evaluated based on the evaluation criteria set forth within the solicitation. Offerors must obtain a minimum score of 70 points out of 100 possible points in order to be considered for award and placed on the QVL. Open and Continuous Solicitation This solicitation will be open and continuous through November 22, 2028, meaning that the City will accept proposals from prospective offerors at any time through November 22, 2028. The initial submittal period is open through 2:00pm Local AZ Time on November 22, 2023. After the initial submittal period, the City intends to review submissions every 90 days. Offers may be evaluated sooner or later than 90 days at the City's discretion. Successful offers will be awarded a contract and placed on the City's Qualified Vendor List. No awards will be made after November 22, 2028.
