Vendor needs to provide payroll management services for remote and foreign national employees on as–needed basis to the government authority located in Eugene, OR.– Payroll Calculation and Disbursement for Foreign Nationals and Remote Employees: Proposer must provide accurate calculation of salaries, bonuses, and other employee compensations, including adjustments for local, state, and international tax laws, social security contributions, and benefits. Proposer must mitigate the risk of fines due to mismanagement of payroll.– Tax Compliance and Reporting: Proposer must ensure compliance with local, state, and international tax regulations, including withholding taxes and filing appropriate reports.– Benefits Administration: Proposer must provide management of benefits, such as health insurance, retirement contributions, and other allowances in accordance with the laws of the country in which employee is located.– Currency Conversion: Proposer would be expected to process payroll in multiple currencies, ensuring the correct exchange rates are applied when needed.– Employee Pay Slips: Proposer would be responsible for ensuring the timely distribution of detailed pay slips and year–end tax statements– International Payroll Compliance: The Proposer must be capable of managing payroll in all countries where University employees are based.– Global HR Support: Prosper must be capable of providing advisory services for worldwide labor law compliance and tax planning.– Scalability: Proposer must offer a service that can be quickly scaled up or down as the workforce changes, accommodating both expansion and contraction without the need to hire or reduce in–house staff.– Data Security: Proposer must provide a secure cloud–based system, in which sensitive employee data is handled in compliance with global data protection regulations (e.g., GDPR).– Technological Capabilities: Proposer must offer a secure, user–friendly platform that allows employees to access their pay slips and other payroll–related documents.– Customer Support: Proposer must provide 24/7 customer service to address issues or queries promptly, especially when operating in multiple time zones.
