The following weightings shall apply for Rated Criteria (including technical and non-price factors): 20 % and for Bid cost: 80% The weighting to be given for Rated Criteria (including technical and non-price factors) is: 20% The technical factors (and sub-factors if any), which for purposes of this document carry the same meaning as Rated Criteria, and the corresponding weight out of 100% are: Technical Factor weight in percentage 1. Contractor’s Approach and Methodology (45%). Methodology for the project with comprehensive and details and sequenced activities to carry out the works in strict adherence to client requirements. Quality of work plan for design, Transportation to site, installation, testing and commissioning (15%) The extent to which the installation methodology exceed the minimum requirements stated in the bidding document (15%) Contractor’s control measures for timely achievement of project deliverables such as design, Material supply and handling at site, installation, testing and commissioning stages of the project with the required quality and within the contract’s schedule (15%). 45% 2. Technical Capacity (35%) Design approach, key personnel experience of similar projects contractor’s experience of similar projects around the projects area exceed the minimum requirements stated in the bidding document (35%) 35% 3.Capacity on Health, Safety, and Environment Standards (10%) Quality of method statement to comply with Environmental and Social Safeguard policies occupational health and safety requirements of the World Bank describing the proposed approach, the level of staffing and experience, measures, and the equipment or materials to be used to manage risk or activity in accordance with the Employer’s Requirements (5%) Experience in implementing and managing HSE aspects as well as availability of standards such as ISO 45001and Environmental Managemnt ISO 140001: (5%) 10% Local Capacity Building (10%) The extent of involving Training (5%) Skills development and knowledge transfer plan to build local capacity (5%). 10% 5. The document will be collected by local representatives from the address given below or will be sent by bidders email address upon receipt of purchase fee. 6. Bids must be delivered to the address below on or before June 29, 2026 at 14:00p.m Electronic bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on June 29, 2026 at 14:00p.m. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening. 7.All Bids must be accompanied by a Bid Security .The bid Security shall be: unconditional Bank guarantee from a reputable Bank or CPO in the name of Ethiopian Electric Utility The bid security shall remain valid for a period of Twenty-Eight (28) days beyond the bid validity period.(November 24,2026) and the bid security shall be in the name of bidder or name of JV companies in case of JV. 8. The Bid security shall be packed with: Technical Envelop.
