Background The Nurturing Early Skills through Technology (NEST) Project is funded by the Japan Social Development Fund (JSDF) and administered by the World Bank. The Project is implemented by Shanti Volunteer Association (SVA) in close collaboration with the Ministry of Education, Youth and Sport (MoEYS) of Cambodia. The Project aims to enhance access to and quality of Early Childhood Education (ECE) through the promotion of learning through play and the integration of digital technology in target districts in Cambodia. The Project supports teacher professional development, establishment of an ECE digital resource platform, parental and community engagement, improvement of preschool learning environments through construction and renovation, and implementation of pilot school meal programs. The Project is implemented in selected districts in Battambang, Banteay Meanchey, and Pailin provinces, targeting public preschools with the objective of strengthening equitable access to quality ECE services for young children aged 3–5 years. Under Sub-Component 1.2, the Project will establish an ECE Digital Resource Platform integrated with MoEYS digital systems and platforms. The platform will serve as a centralized repository of ECE teaching and learning resources, including lesson planner, play-based learning materials, classroom activity ideas, videos, guidebooks, and other digital contents aligned with the national ECE curriculum. These resources are intended to support preschool teachers in applying child-centered and play-based teaching approaches in their daily classroom practices. In addition, the Project will support the development of e-learning modules for preschool teachers and principals through the MoEYS Capacity Development Platform. The modules will contribute to continuous professional development (CPD) by providing structured online learning opportunities related to ECE pedagogy, play-based learning, classroom management, child development, and integration of digital resources into teaching practices. The Project also promotes the appropriate use of digital technology to support teachers’ professional learning, mentoring, and access to educational resources, particularly in rural and underserved areas. To support the effective implementation of these activities, SVA seeks to recruit a qualified National Individual Consultant – ECE Digital Platform and Content Development Specialist. 2. Objectives The objective of this consultancy is to support the development and implementation of digital systems and digital learning contents under the NEST Project to strengthen the quality of Early Childhood Education (ECE) teacher professional development in Cambodia. The ECE Digital Platform and Content Development Specialist will provide technical and coordination support for the establishment of the ECE Digital Resource Platform integrated with existing MoEYS systems, as well as the development of E-learning modules and digital learning resources for preschool teachers and principals. The consultancy aims to improve teachers’ access to practical, curriculum-aligned, and play-based teaching resources and to strengthen continuous professional development (CPD) opportunities through appropriate and sustainable use of digital technology. The assignment will also support the effective integration of digital tools and contents into teacher training, mentoring, and classroom practices, particularly in rural and underserved preschool settings. 3. Scope of Work Under the supervision of the NEST Project Manager and Senior Coordinator and in close coordination with Task Team, and other relevant stakeholders, the ECE Digital Platform and Content Development Specialist will undertake the following tasks: a. Digital Platform Development and Coordination Ensure integration and compatibility with existing MoEYS digital systems and platforms. Support preparation of functional and technical requirements for the ECE Digital Resource Platform. Coordinate with the contracted IT firm and relevant stakeholders to ensure that platform features meet operational requirements. Provide technical input to improve platform usability, accessibility, and sustainability. b. Development of ECE Digital Learning Contents Lead the development, organization, and digitalization of ECE teaching and learning resources, including classroom activity resources, videos, guidebooks, lesson planners. Lead and support the design of structured play-based learning modules aligned with national ECE priorities and curriculum frameworks. Ensure alignment with Continuous Professional Development (CPD) frameworks and PSTTC standards. c. Coordination and Consultation Facilitate technical working sessions and coordination meetings with Task Team members including MoEYS departments and relevant stakeholders. Support organization and facilitation of national consultation workshops, review meetings, and validation processes related to digital platforms and e-learning contents. d. Capacity Building and Dissemination Develop user manuals and simple guidance materials for teachers, trainers, and stakeholders. Support teacher training sessions related to the digital platform and E-learning modules. Provide ongoing technical support and troubleshooting during implementation. e. Reporting Prepare an inception report, periodic progress reports, summarizing activities, achievements, challenges, and recommendations. Document lessons learned and provide technical recommendations for sustainability and future scale-up. 4. Expected Outputs and Deliverables The ECE Digital Platform and Content Development Specialist is expected to deliver the following outputs and deliverables during the assignment period: # Deliverable Timeline 1 Initial Work Plan and Implementation Approach Within 1 month of contract signing 2 Functional and Technical Requirements Document for the ECE Digital Resource Platform Month 2-3 3 Technical Coordination Support for Digital Platform Development with Contracted IT Firm Month 3-6 4 Draft Structure and Content Framework for E-learning Modules and Digital Learning Resources Month 4-5 5 Technical Coordination Support for ECE E-Learning Modules and development of Learning Resources with Contracted IT Firm Month 5-8 6 Consultation Workshop Reports and Technical Coordination Meeting Summaries Month 9-11 7 Content Quality Assurance Support and Update/Revised Digital Learning Content Package From Month 9 throughout the project implementation 8 User Manuals, Orientation Materials, and Technical Support Materials Month 16-18 9 Finalized Digital Platform Content Package and E-learning Materials Month 20-22 10 Periodic Progress Reports Quarterly 5. Work Supervision The ECE Digital Platform and Content Development Specialist will work under the overall supervision of the SVA Senior Coordinator for ECE and Field Office Management for the NEST Project, in close coordination with the Sub-Component 1.2 focal point and the SVA Project Manager. The Specialist will work in close coordination with relevant SVA staff, Task Team members, including the Early Childhood Education Department (ECED), Department of Digital Transformation (DDT), Teacher Development Department (TDD), Teacher Education Department (TED), and Preschool Teacher Training Center (PSTTC). Technical outputs and deliverables will be reviewed and endorsed by SVA in consultation with relevant MoEYS counterparts and stakeholders as necessary. The Specialist is expected to coordinate regularly with the contracted IT firm and other relevant service providers to support the effective development and implementation of the ECE Digital Resource Platform and E-learning modules. 6. Contract Term and Location of Assignment The initial contract period will be 18 months, with possibility of extension based on satisfactory performance, project needs, and availability of funding. The consultant will be based in Phnom Penh, Cambodia, with travel to Battambang, Banteay Meanchey, and Pailin provinces as required for project implementation, coordination meetings, workshops, training activities, and field support. Payment will be made on a monthly basis upon submission and approval of progress updates and/or deliverables as agreed with SVA. Travel costs related to approved project activities will be covered separately in accordance with SVA and project policies. 7. Consultant Qualifications Education Bachelor’s degree or higher in Information Technology, Educational Technology, Computer Science, Digital Learning, Education, or other related fields. Experience Minimum 3 years of relevant professional experience in digital platform development, E-learning systems, ICT for education, digital content development, or related fields. Demonstrated experience in coordinating digital learning platform development and working with IT firms or system developers. Experience in developing online learning materials, E-learning modules, or digital educational contents. Familiarity with Learning Management Systems (LMS), online learning platforms, digital content management systems, and common digital tools for content development and collaboration. Practical understanding of digital platform development processes, including user requirements, testing, digital learning design, and coordination with system developers. Experience facilitating technical coordination meetings, consultations, workshops, or training activities. Experience working in the education sector, particularly teacher professional development, is preferred. Experience working with government institutions, development partners, or donor-funded projects is an asset. Technical Competencies Strong understanding of digital learning systems, content management, and online learning approaches. Familiarity with Continuous Professional Development (CPD) systems and digital teacher training approaches is preferred. Ability to coordinate between technical and non-technical stakeholders effectively. Strong analytical, organizational, and problem-solving skills. Fluency in English is required. Khmer language proficiency (spoken and written) is required. Other Considerations The assignment requires flexibility to travel to target provinces and conduct on-site visits. The Consultant must not be a current government official during the contract period. 8.
