Rooftop Solar Design and Installation

The City of New Smyrna Beach is soliciting proposals from qualified Contractors to provide turn-key installation of rooftop solar photovoltaic (PV) systems for two City-owned buildings. This is a first solar project for the city. Therefore, the city has obtained guidance from the City's Consultant Engineer, CPH Consulting, LLC, that will provide guidance throughout the project. The two City-owned buildings are as follow: Live Oak Cultural Center, 1050 Live Oak Street, New Smyrna Beach, Florida 32168 Coronado Civic Center, 150 South Pine Street, New Smyrna Beach, Florida 32169 Unless comments or suggestions are noted as site specific, they apply to the two sites. The number of projects to be awarded will be determined by the availability of funding. The City makes no covenant or promise as to the number of available projects or that the awarded firm will perform during the life of the basic contract. The awarded Contractor shall provide the necessary services for the completion of project(s). The goal of this project is to provide a long-term energy and efficient solution to the city. The intent is to maximize the value through a design build approach where the awarded proposer will provide the design and engineering specifications required to maximize the roof space and to provide the best long-term value for PV production without impeding the safety and maintenance of the roof and other systems on the roof. Respondents shall demonstrate experience designing, planning, scheduling, permitting and constructing complete solar PV systems, have knowledge of local utilities, provide project financial analysis and rebate support, and provide system monitoring and maintenance. Respondents shall become familiar with all the terms contained in this solicitation and provided draft agreement and be willing to execute the agreement before submitting a proposal. There shall be no exceptions to either the scope of services or the terms of the agreement. The successful proposer(s) will hereinafter be referred to as “Contractor.” The selected Contractor will be expected to execute the City’s standard agreement, provided in the Attachment Section of this document. If awarded, a contract to provide these services shall be effective on the date it is approved by the City of New Smyrna Beach, City Commission (herein after, the “Commission”), signed by all required parties and filed with the City Clerk.
