  "summary": "<p>The Ada County Highway District (ACHD) conducts a formal procurement once every three years to establish its On-Call Consultant Services (OCCS) List. In June of 2024, ACHD issued a Request for Qualifications (RFQ) and established the 2025-2027 OCCS List. The OCCS List became effective on October 1, 2024 and will terminate on September 30, 2027.</p><p>The OCCS process includes an Annual Open Enrollment (AOE). The AOE serves as an update to the three-year 2025-2027 OCCS List by providing an opportunity for firms not currently on the OCCS List to apply. The AOE also serves as an opportunity for firms currently on the OCCS List but wish to apply for categories they are not currently approved for. <strong>As such, all firms currently on the 2025-2027 OCCS List need not re-apply, unless they wish to apply for categories they are not currently approved for.</strong></p><p>In light of the above context, ACHD is soliciting Statements of Qualifications (SoQ) from firms interested in providing professional and other services on an \"on-call, as-needed\" basis for inclusion in the 2025-2027 OCCS List. This list will become effective on October 1, 2024, and will remain in effect through September 30, 2027. Additionally, the updated 2025-2027 OCCS List, resulting from the Annual Open Enrollment, will take effect on March 3, 2025, and will terminate on September 30, 2027.</p><p>Respondent firms deemed qualified will be selected to perform work in each of the following categories:</p><p>A. Design: Roadway with Estimated Values under $300,000 and over $300,000; Bridge; Intersection/Signal; Roundabouts; and Landscape Architecture Design.</p><p>B. Bridge Inspection, Evaluation, Structural Analysis, and Design of Retrofit/Repairs.</p><p>C. Environmental Services: Environmental Report Documentation and Management, Wetlands, Biological Studies, Archaeological/Cultural, Hazardous Material/Waste, Wastewater Management, Facility Design, and Solid Waste Management. In addition, Stormwater Quality &ndash; Monitoring, Stormwater Management Program Development and Assessment, Green Stormwater Infrastructure, and Erosion and Sediment Control.</p><p>D. Traffic Signal Timing.</p><p>E. Construction Inspection.</p><p>F. Geotechnical Services.</p><p>G. Surveying.</p><p>H. Transportation Planning and Projects.</p><p>I. Public Involvement and Outreach.</p><p>J. Program/Project Management Services.</p><p>Firms interested in this project must submit a SoQ electronically through the OpenGov online portal.<strong> All firms are required to submit an electronic response in \"One Combined PDF\" for the \"<em><span style=\"text-decoration: underline;\">O</span><span style=\"text-decoration: underline;\">verall On-Call Consultant Services\" </span></em>project, and submit the exact same \"One Combined PDF\" electronic response for \"<em><span style=\"text-decoration: underline;\">Each Category.\" </span></em></strong></p><p><strong><em><span style=\"text-decoration: underline;\">Failure to submit an electronic response for the \"Overall On-Call Consultant Service Project \" or any individual category may result in the submissions being deemed non-responsive.</span></em></strong></p><p><span style=\"text-decoration: underline;\"><strong>Submittal Requirements:</strong></span></p><p>▪ Submittals must be uploaded to the OpenGov website by the submittal due date and time.</p><p>▪ Submittals must be submitted as a <strong>\"<em><span style=\"text-decoration: underline;\">O</span><span style=\"text-decoration: underline;\">ne Combined PDF\"</span></em>, </strong>to the <strong><em><span style=\"text-decoration: underline;\">\"Overall On-Call Consultant Service\"</span></em> </strong>project that addresses all requirements.</p><p>▪ Submittals must also be submitted with the same <strong>\"<em><span style=\"text-decoration: underline;\">O</span><span style=\"text-decoration: underline;\">ne Combined PDF\" </span></em> </strong>SoQ for <span style=\"text-decoration: underline;\"><em><strong>\"Each Category\"</strong></em></span> .
