RFP for Solid Waste Franchise Development and Procurement Consulting Services

The City of Oakland Public Works Department is requesting proposals from professional consultant(s) to assist with designing a future solid waste franchise system framework that prioritizes rate affordability and transparency, reduction in illegal dumping, and compliance with state diversion mandates. The selected firm(s) will provide services over a five (5) year term to support the development and issuance of Request for Proposal(s) (RFP) for collection, processing, and transfer of residential and commercial trash, compost, recycling, and bulky waste services, and co-lead proposal evaluations, negotiations, and finalization of contracts.
