Solid Waste and Recycling Consulting Services

The City of San Marino ("City") is requesting Statements of Qualifications/Proposals for RFQ/RFP Project ID for Project Title . All submittals are due before Response Submission Time on Response Submission Date . The successful proposer will provide on-call solid waste and recycling consulting services to help facilitate the implementation and management of the City's exclusive solid waste and recycling franchise agreement with Valley Vista Services. Valley Vista Services is the current waste hauler and recycling services provider, having begun their services in the City on May 31, 2025. Their exclusive franchise agreement expires on June 30, 2035. For residential properties, the city utilizes a fairly unique "backyard service" model for waste collection, rather than curbside pickup typically seen in other jurisdictions. The agreement with Valley Vista represents the City's first SB 1383-compliant waste hauler agreement. As such, the City is currently in the planning and implementation phase of various SB 1383 programs. The selected Proposer will play a significant role in assisting the City with ensuring the timely and compliant roll-out of these programs. More information on specific tasks can be found in the Scope of Services section of this RFP. Per this agreement, all solid waste consulting fees will be reimbursed to the City by Valley Vista. The term for this agreement is for three (3) years. It is anticipated that the first year of the agreement will likely include the highest volume of work in order to ensure effective roll-out of various SB 1383 programs.
