Specific Procurement Notice Request for Proposal Information Systems (Design, Supply and Installation) (Without Prequalification) Purchaser : Ministry of Agriculture, Forestry and Water Economy Project : Agriculture Modernization Project Contract title : Design, Development and Implementation of the Integrated Agricultural Information Platform (IAIP), including the State-owned Land Management Information System (SALMIS) Country : Republic of North Macedonia Loan No.: 9037 - MK RFP No: AMP-GO-RFP-SC2.1-3 Issued on: 2026/06/15 The Ministry of Agriculture, Forestry and Water Economy has recieved financing from the World Bank toward the cost of the Agriculture Modernization Project and intends to apply part of the proceeds toward payments under the contract for Design, Development and Implementation of the Integrated Agricultural Information Platform (IAIP), including the State-owned Land Management Information System (SALMIS) . The Ministry of Agriculture, Forestry and Water Economy invites sealed Proposals from eligible Proposers for the design, development, supply, installation, integration, commissioning and post-implementation support of the Integrated Agricultural Information Platform (IAIP), including the implementation of the State-owned Agricultural Land Management Information System (SALMIS) and the Business Intelligence (BI) Platform. The assignment also includes the redesign of key existing MAFWE information systems, with Operational Acceptance within fifteen (15) months from the Contract Effective Date, in accordance with Section VII, Purchaser’s Requirements. The procurement process will be conducted through international competitive procurement using Request for Proposals (RFP) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” from uly 2016, revised November 2017 and August 2018 (“Procurement Regulations”), and is open to all eligible Proposers as defined in the Procurement Regulations. Proposals will be evaluated in accordance with the evaluation process set out in the RFP documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 50 percent and for Proposal cost: 50 percent. The Request for Proposals document in English may be downloaded free of charge by interested eligible Proposers from the Electronic System for Public Procurement of the Republic of North Macedonia at the following link: https://e-nabavki.gov.mk, under the section Loans/Donations/Grants. Interested Proposers may obtain further information from Agriculture Modernization Project on the following e-mail: procurement@amp.mk and inspect the RFP document during office hours 0800 to 1600 CEST (GMT+2) at the address given below. Proposals must be delivered to the Ministry of Agriculture, Forestry and Water Economy at 2 Leninova Street, 1000, Skopje, Registry Office (Archive) on or before 10th of August, 2026, 12:00 p.m. local time (Skopje, Republic of North Macedonia) , Electronic submission of Proposals will not be permitted. Late Proposals will be rejected. The outer Proposal envelopes marked “ORIGINAL PROPOSAL”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened immediately after the deadline for submission of proposals in the presence of the Proposers’ designated representatives and anyone who chooses to attend, in the main conference room (ground floor) of the Ministry of Agriculture, Forestry and Water Economy on 10th of August, 2026, 12:10 local time (Skopje, Republic of North Macedonia). All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Purchaser until the second public Proposals opening. All Proposals must be accompanied by a Proposal security of EUR 40,000. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Proposer’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the request for proposal document. The estimated budget for this procurement is EUR 2,020,000. Proposers are expected to submit their proposals within this budget envelope.
