(1) Vendor needs to provide international freight services to the government authority located in Maryland. – Provide competent freight forwarder licensed capable of delivering specialized ocean freight forwarding and carrier–facing services.– Responsibility for program coordination, reporting, and oversight functions.– Ocean Freight Forwarding and Carrier Contracting:• Receives flagging and coordinates vessels or schedules with awarded ocean carriers, including requesting approvals.• Negotiate, draft, and execute approved charter parties and liner booking contracts with ocean carriers, including implementation.– Shipment Monitoring and Exception Management:• Monitor movement of commodities from supplier facilities to export loading terminals, including domestic inland freight movements where applicable.• Track cargo movement and identify discrepancies between ocean bills of lading (OBL) and quantities delivered to the port.– Managed Functions:• Entry and management of call forwards in systems (e.g., WEBSCM).• Routine coordination with country programs on import requirements and country profiles.• Reporting, including preparation of recapitulation reports, vessel lift reports, and final delivery confirmations.(2) All the questions must be submitted no later than July 7, 2026.
