(1) Vendor needs to provide comprehensive vulnerability assessment and resilience planning effort service to the government authority located in Harrington, ME.• The town is seeking proposals from qualified firms to conduct a harbor resilience assessment and conceptual planning effort focused on climate–related risks to waterfront infrastructure, navigation, shoreline stability, and marine resources.• The selected consultant will provide engineering, modeling, planning, and community engagement support to help the Town better understand and address climate–related risks facing its working waterfront infrastructure and marine resources.• Task 1: Existing Conditions Assessment– The consultant will evaluate existing harbor and shoreline conditions and identify climate–related vulnerabilities affecting infrastructure, navigation, shoreline stability, and marine resources.• Tasks may include:– Site visits and existing conditions documentation– Review of available meteorological, oceanographic, flood, and storm data– Documentation of erosion, flooding, storm damage, and sedimentation concerns– Coordination with local fishermen, clam harvesters, municipal officials, and harbor users.• Task 2: Flood Risk and Technical Analysis– The consultant will conduct appropriate technical analysis and modeling to evaluate storm surge, tidal flows, wave impacts, and future sea–level rise conditions.• Tasks may include:– Evaluation of existing and future flood risks;– Analysis of sea–level rise scenarios for 2050 and 2100;– Assessment of impacts to harbor infrastructure, navigation, sediment transport, and marine resources.(2) The contract period will be for one year.
