FIRE ALARM MONITORING, TESTING & MAINTENANCE 1. ...... Sealed bids for the furnishing of Fire Alarm Monitoring, Testing & Maintenance to the Bridgeton School District will be received by the Board of Education of Bridgeton, New Jersey at 10:00 a.m. prevailing time Tuesday, July 23, 2024 . Bids will be opened at the Board of Education Conference Room, located at 41 Bank Street, Bridgeton, NJ. 2. .... Bidders shall be responsible to carefully examine the enclosed specifications. Failure to offer and complete the entire bid, or to meet all requirements of this invitation, shall be deemed just cause for rejection of the bid as not meeting the specifications. Bidders are solely responsible for the accuracy of their bid prices and their prices cannot be changed due to any error made by the bidder after the bid is opened. Bidders shall honor all prices. Failure to do so shall result in disqualifying the bidder from future bidding and may constitute legal action by the Bridgeton Board of Education. 3. All bids may be submitted on the attached bid forms and must be placed in a sealed envelope, plainly marked on the outside – “BID – FIRE ALARM MONITORING, TESTING & MAINTENANCE, DO NOT OPEN” OR Bids may be electronically submitted via School District's e-Procurement Portal at https://procurement.opengov.com/portal/bridgetonk12nj on or before the date and time indicated below. 4. ..... Bid proposals submitted with strikeovers, figure changes with correction fluid, crossed out figures, etc. shall result in rejection for non-compliance. All bid proposals must be submitted in a typed format. Bidders must return a hard copy of their proposal, along with all the required completed documents enclosed, and indicated in the bid specifications for the bid opening. No bids will be accepted which are hand written in order to avoid any disputes concerning the handwritten numbers. SCOPE OF SERVICES The Bridgeton Board of Education, Bridgeton, New Jersey is soliciting competitive sealed bids from qualified bidders to provide maintenance/repairs, monitoring and yearly testing of the alarm systems at various locations throughout the district. All services performed under this agreement shall be in accordance with the National Fire Protection Association (NFPA) standards for the service provided. Monitoring Services The Contractor shall be responsible for monitoring the fire and burglar alarms within the district. Contractor shall monitor the alarm systems within the district 24 hours/day, 7 days a week, including holidays. Upon receiving a fire alarm, the Contractor’s Central Station shall follow the procedures set forth in NFPA. The Contractor shall establish a procedure with the concurrence of the Maintenance Supervisor for the receipt and disposition of burglar alarms. Upon verification of a false alarm, through security code identification, the Contractor shall notify the Maintenance Supervisor of the false alarm signal. Contractor shall provide, install, and otherwise hookup automatic communicators/dialers compatible with the alarm system and the vendor’s monitoring equipment, at no additional cost to the district. The Contractor shall allow the district to add or delete contact representatives at no additional cost to the district. The annual inspection report shall include a list of all panels, models and makes and field device make and model numbers. Testing Services (2024-2025 & 2025-2026) There shall be one (1) regularly scheduled testing service call between July 1 and August 30. A copy of the annual inspection report shall be given to Charles Carter, Supervisor of Buildings and Grounds within two weeks of completing the inspections and testing. The following services shall be performed during all tests and inspections: Clean, adjust, and test all control equipment Calibrate ionization smoke detectors Inspect and test each device to assure proper function (i.e. smoke detectors, heat detectors, pull stations etc. The yearly scheduled testing between July 1 and August 30 shall be at a time that is mutually convenient to the district and the Contractor. The Contractor shall give the district at least five (5) days’ notice. Some sites may require work to be performed during evening hours. The Contractor shall inform the district of any deficiencies to the system with twenty-four (24) hours following the test. The notification shall include diagnostic information along with recommended corrective action. The district shall provide “Points of Contacts” for each location to be tested. The Contractor shall load test all batteries annually and replace as needed. The district shall be informed of all replacements, noting the location and reason for replacement. The Contractor shall bill the district at cost for the replacement batteries. The Contractor shall submit a copy of the invoice for the parts when submitting his bill. Maintenance/Repair Service The Contractor shall have staff available 24 hours a day 356 days a year for emergency response. The name(s) and contact information shall be given to the Maintenance Supervisor The Contractor shall provide all materials and labor necessary to perform renovations, repairs, installation, or alteration of fire and burglar alarm systems to maintain the systems in good repair at all times as required by code. If a third party provider is required to complete the maintenance/repair, the hourly rates shall not exceed the fixed hourly rates provided by the Contractor and billed through the Contractor. All emergency service calls shall have a one (1) hour response from receipt of notification from the district, unless otherwise instructed by an authorized district representative. The district will determine what constitutes an emergency. The requirement to provide emergency repairs means that the Contractor must have a twenty-four (24) hour point of contact, which shall include name and phone number along with the capability to respond to the site within one (1) hour after contact is made. All maintenance shall be scheduled through Charles Carter (856.455.8030 ext. 2055), Supervisor of Buildings and Grounds or his authorized representative. All work shall be scheduled at the convenience of the district, so as not to interfere with the district’s conduct of business. An hourly rate for maintenance/repair service shall be quoted. Man hours paid under this Contract shall be only for productive hours at the job site. Time spent for transportation of workers, material acquisition, handling and delivery, or for movement of Contractor owned or rental equipment is not chargeable directly but is overhead and the cost shall be included in the hourly rate. The district shall accept no bid with a minimum stipulation. If the Contractor is unable to repair any alarm panel within a reasonable amount of time, the district may contact another firm to repair the problem and charge full increase in cost to the Contractor. The Contractor shall be responsible for all repairs up to $5000.00. All work and repairs performed by the Contractor and their staff shall have a minimum warranty of one year. Estimates Contractor shall submit a written “Not to Exceed” estimate for all non-emergency projects over $5000.00. The estimate shall include the estimated number of hours, hourly rate listed in the contract, number and type of technician required, estimated material cost and completion date. Contractor shall respond to requests for estimates within two (2) business days and provide written estimates within five (5) business days of the original request. It shall be the Contractor’s responsibility to ensure they have all information needed to prepare accurate estimates. Non-emergency work shall only be performed with authorization from the district’s Maintenance Supervisor. Upon authorization, the actual work shall not exceed the Contractor’s estimate unless arrangements have been made prior to completion of the work. Replacement parts and repairs for all systems will be handled on a time and materials basis Licensing Requirements Testing and Maintenance Repair Contractors shall possess valid licenses issued by the New Jersey Department of Community Affairs in accordance with P.L. 1997, c.305 for installation, service, and maintenance and monitoring of fire alarms and/or electronic security systems. The monitoring Contractor shall be UL listed for monitoring fire and security systems. Monitoring agency shall meet all requirements of NFPA #72 and 72E Testing and Maintenance Repair Contractors shall be properly licensed, trained and qualified to maintain and service fire and security alarm systems in the state of New Jersey. QUALIFICATIONS OF RESPONDENTS Must have a minimum of five (5) years of experience performing alarm system maintenance, repair and monitoring. Technicians assigned to the district shall have visible name tags and wear uniforms bearing the company’s name when they are on the job site. A company vehicle bearing the company name and logo shall be used when the Contractor is traveling to and from a district job site. At all times during the term of this contract, the Contractor shall employ a minimum of two (2) technicians licensed to perform the services under this contract. Technicians shall have performed maintenance/repairs on similar equipment for at least two (2) years. The technicians shall be in the Contractor’s employment at the time the Contract submits its bid. Within ninety (90) days after award of the contract, the Contractor shall provide a list of all systems, types of equipment, installers, programmers, codes, numbers, zones and devices for each location including manufacturer, make made and model number. The Contractor shall comply with all current local, state, and federal codes and regulations related to the testing and maintenance of fire/burglary alarm systems. Contractor must be authorized (certified) to work on Honeywell Farenhyt Silent Knight fire alarm systems and programming. CONTRACT PERIOD The term of the contract shall be for two (2) years. At the discretion of the Board of Education, the contract may be extended for three one-year terms.
