(1) Vendor needs to provide ballot measure planning advisory services to the government authority located in California.• Overall project management of the polling processes, focus groups, community group engagement, outreach and crafting the ballot measure will be the responsibility of the consultant, including maintaining a master project schedule and ensuring that key dates required to get a measure on the ballot for 2028 are met and providing the county with a recommendation of utilizing the primary election or general election.• Develop a comprehensive outreach/engagement strategy.• Develop a dedicated webpage with the county’s public information Officer (PIO) in order to support the outreach and engagement strategy.• Craft appropriate informational and educational materials in English and the County’s threshold languages (Cantonese, Hmong, Russian, Spanish, Vietnamese, Farsi and Arabic) and provide advice on distribution methods.(2) All questions must be submitted no later than July 30, 2026.
