Vendor needs to provide assessment of the impact of the taskforce on access to climate finance services to the government authority located in Washington, DC.1. Inception report:– Detailed work plan to guide the delivery of the assignment, including outlining timeline for key milestones, deliverables and review points.– A preliminary review of key documentation (strategic plans, progress reports, country roadmaps, developed by Taskforce members and partners, and previous assessments.2. Stakeholder identification:– Identify and map key stakeholders across the taskforce ecosystem, both with respect to pioneer countries and global engagement, including taskforce members, national focal points, advisors, partner institutions, and relevant country–level actors.3. Analytical assessment and stakeholder consultation:– Assess the impact of the taskforce against the assessment framework.– Improved access to climate finance: Assessing the extent to which the pioneer country trials have contributed to improving access to climate finance, including both the mobilization of financial resources and progress in strengthening institutional capacity, systems, and enabling environments.– Assessing the extent to which the taskforce activities contributed to sustained improvements in access to climate finance, including progress in addressing structural barriers and strengthening country systems, as well as its contribution to broader system–level shifts.4. Draft report and validation:– Synthesize analytical results and lessons learned.– Develop practical, evidence–based recommendations to strengthen future country–level support and engagement in system–level processes.
