TELCOM-2901 - USA (Huntsville, Alabama) - Inmate Communication Services - Deadline August 11,2026

(1) Vendor needs to provide inmate communication services to the government authority located in Huntsville, AL. – Provide inmate communication services which includes telephone (ITS), video visitation (VVS), secure electronic messaging (email), and digital postal mail for inmates.– The successful proposer shall deliver a turnkey solution, compatible at all designated facilities, to include all necessary infrastructure, hardware, software, equipment, installation, operation, maintenance, support, materials, supplies, transportation and services.– The proposer must provide voice prompts and recordings in English and Spanish, with the ability to add other languages as needed.1. Inmate Telephone System (ITS):– The system shall use web–based technology with multilevel password security.– All inmate telephones shall be indestructible type telephones suitable for use in a jail, tamperproof, with steel encased housings and shockproof keypads.2. Video Visitation System (VVS):– The VVS shall be capable of providing all operational features and system requirements. The VVS must enable on–site and remote visits.– The system shall use web–based technology with multilevel password security.– The Vendor shall provide at least one workstation and unlimited user licenses.– The video visitation monitor must also include a built in High Definition (HD) camera, one detention grade audio handset with adjustable steel armored cord.– The system shall provide a visual clock that tracks the time left during the visits.3. Secure Electronic Messaging (Email):– Proposer will provide a fully functional electronic messaging system at minimal cost to the inmate, friends, and family.– The Vendor shall be responsible for providing and installing all of the software to include the operating systems and application software, and all networking requirements needed for operation of the system.– The system shall provide various levels of security, including password control. These levels will have the capacity to be customized by the jail administrator.4. Digital Postal Mail:– Proposer will provide a digital platform to access scanned images of letters, photos, and drawings.– Digital postal mail must be viewable for a minimum of fourteen (14) days from the date first viewed.– The system shall include a configurable mail disclaimer that must be accepted by an inmate before each piece of digital postal mail can be viewed.(2) All the questions must be submitted no later than July 23, 2026.
