Vendor needs to provide technology enhanced adoptive family recruiting and matching solution.• Development of data–informed recruitment tools to identify gaps in the foster and adoptive parent pool and target outreach strategies.• Creation of matching support systems that align child characteristics, needs, and preferences with family capacity, characteristics, and readiness.• Development of interoperability solutions to enable secure data exchange across jurisdictions and support cross–jurisdictional matching.• Use of advanced analytics approaches including predictive analytics, artificial intelligence (AI), machine learning, or other data–driven methods, where appropriate to support matching, placement stability, disruption prevention, and identification of factors associated with successful adoptions.• Development of tools that support family engagement, including helping families learn about waiting children and express interest.• Implementation of iterative testing and refinement processes to assess tool performance, usability, and impact on recruitment and matching outcomes, and to inform ongoing improvements prior to and during deployment.
