(1) Vendor needs to provide water utility cost and rate study consulting services to the government authority located in San Jose, CA. • Review existing class use characteristics, including analysis of estimated peaking factors, using recent consumption data and studies on customer peak demand from other sources.• Assess costs by pressure zone, service area, source of water or other segmentation criteria as necessary to evaluate whether costs are uniform for each use class.• Assess utility cost impacts of maintaining water supply for fire protection• Provide analysis of alternative rate structures for City consideration, including a comparison of strengths and weaknesses of these rate structures for achieving the objectives set forth above.
