(1) Vendor needs to provide radiological assessment system to the government authority located in Washington, DC. – Provide technical support for the Radiological Assessment System for Consequence Analysis (RASCAL) computer code and emergency response assessment tools for the agency.• RASCAL code maintenance and continued code development:– Maintain and update the existing coding framework and capabilities of the RASCAL version 5.x, including primary and additional tools.– Develop and incorporate enhancements to the RASCAL software. – Dynamic mapping capabilities, including generation of map backgrounds for use with plume footprints for any release location in the world, ability to select map backgrounds from various map data sources available via the Internet, incorporation of a pre–loaded map background that may be used without an Internet connection, and ability to incorporate user–developed map layers.• RASCAL technical documentation and software quality assurance:– Develop new documentation for a description of models and methods and shall maintain and update this technical documentation for the RASCAL software as necessary.• Provide technical support to the agency staff, contractors, international and domestic RASCAL users, and the agency in the form of technical presentations, tutorial sessions, conference calls, training sessions, meetings, technical help requests, and written correspondence to assist the agency staff with code development and maintenance functions.(2) All the questions must be submitted no later than July 16, 2026.
