Description
The City of New Smyrna Beach, Florida, is seeking statement of qualifications from qualified consultants (hereafter, "Contractor or Proposer") to perform some or all aspects of professional appraisal services on an as-needed basis" pursuant to the "Consultants Competitive Negotiation Act," Florida Statutes 287.055. Appraisal related services may involve residential properties, commercial properties, and vacant land. At times, the services may be provided in conjunction with right-of-way acquisition by eminent domain. Responders to this RFQ shall specify whether they are licensed and/or certified to perform all or some of these types of appraisal related services in Volusia County, Florida. Proposers shall describe their experience in assisting local governments with right-of-way acquisition by eminent domain. Qualifications will only be accepted from Contractors in which the appraiser(s) possess Member Appraisal Institute (MAI) designation, registered professional within the State of Florida and have a minimum of five (5) years of experience in the requested area of practice. It is anticipated that more than one individual or firm may be selected for a contract period of Contract Length , with the possibility of Optional Extensions Time Frame , for a total of five (5) years. If made, the recommendation of award will be made to the best overall professional consultant(s) whose qualifications proposal is most advantageous to the City, taking into consideration the evaluation factors set forth in this document. The City makes no covenant or promise as to the number of available projects or that the firm(s) will perform any project for the City during the life of the basic contract. The basic contract does not authorize the performance of any work or require the City to place orders for work. Expiration of the term of the basic contract will have no effect upon task assignments issued pursuant to the basic contract and prior to the expiration date. Obligations entered therein by both parties shall remain in effect until completion of the work previously authorized by the City. The successful proposer(s) will hereinafter be referred to as “Professional Consultant”. During this period, the City shall reserve the right to seek qualifications and/or proposals from other individuals or firms for specialized projects, as deemed to be in the best interest of the City.
