(1) Vendor needs to provide billing and data administration, customer relationship management, call center, integrated voice recording, and distributed energy resource management platform. – Billing Administration and Data Services:• Provide fully operational certified data management system.• Electronic data exchange services.• Provide daily downloads of processed data.• Ticket support system.• Data retention services.– Customer contact center and IVR services:• Always provide sufficient staffing, during all posted hours of operation.• Make available a trained billing expert to manage escalated calls.• Make available bilingual staff to support interpretation needs.• Respond to customer emails.• Use of appropriate greetings and other email scripts.– Customer Relationship Management and Customer Information System Services:• Enable customers to manage program enrollment options online and through IVR.• Providing an email marketing platform that allows for regular and secure email communication.• Ability to track application and claim payments and billing: mark items paid, track contractor and customer payments, and manage multi–instalment repayment schedules.• Provide the ability to migrate the existing CRM platform to the proposed solution while preserving all existing customer, account, program participation, communication, enrollment, and historical transaction data.– Distributed Energy Resource Management System (DERMS) Platform: • DERMS platform services setup and robust functionality.• Support automated notifications 24–36 hours before the event, 1 hour before the event, after event conclusion, and several days after the event, when performance results are ready.• All customer communications must support English, Spanish, Chinese and Vietnamese.(2) All the questions must be submitted no later than July 29, 2026.
