Request for Proposal for Spanish-Speaking Deflection Outreach Peer in Washington County, Oregon

Washington County Health and Human Services - Behavioral Health; Addictions, is seeking to contract with a qualified provider of Spanish-speaking peer-delivered services for the period from April 1, 2025, to June 30, 2027. This exciting opportunity involves delivering community-based peer support services for potential enrollment in the Washington County Deflection Program (WCDP). The primary goal is to facilitate a seamless "warm handoff" from public safety partners to the WCDP at the time of a misdemeanor Possession of a Controlled Substance (PCS) citation. This handoff will ensure rapid access to Substance Use Disorder (SUD) peer support, WCDP eligibility determination assistance, and referrals to additional services. The peer provider will play a crucial role in the Deflection Program, focusing on connecting with public safety partners during citation events, participating in program meetings, assisting with deflection intake processes, and providing support to Spanish-speaking participants.
