Description
LUT is seeking consultant support to help develop an equity focused framework to guide engagement efforts. In addition to the equity focused engagement framework, LUT is seeking consultant support to help develop and implement multifaceted engagement efforts for two long-range planning projects: the Major Streets Transportation Improvement Program 2023-2028 Funding Package (MSTIP) and Middle Housing/HB 2001 Implementation Engagement & Community Education. These projects will require consultant support to: Coordinate with existing County engagement work, including LUT Communications and County Office of Equity, Inclusion, and Community Engagement; Incorporate an equity focused community engagement framework; Coordinate and conduct engagement, including activities, presentations, and events; Collect and summarize input from engagement; and Assess and report on how the engagement framework and activities impacted planning work and make recommendations for improving future engagement efforts. The Major Streets Transportation Improvement Program (MSTIP) is Washington County’s property tax-funded road improvement program. Program funds are allocated approximately every six years to a prioritized list of projects. Public input is essential to guiding MSTIP investment to meet community needs. MSTIP engagement may include opportunities for community input to develop or refine program guiding principles, inform the project review process, and develop a prioritized project list. Middle Housing/HB 2001 Implementation Engagement & Community Education - Oregon House Bill 2001 (HB 2001) requires Washington County and other jurisdictions to allow middle housing—duplexes, triplexes, fourplexes, cottage clusters, and townhomes—in all residential districts that allow single detached housing, without restrictions that would create unreasonable cost or delay. Washington County intends to implement HB 2001 and offer equitable opportunities for middle housing, while ensuring that planning for related infrastructure keeps pace.
