Consultant Services for the US-50 Comprehensive Multimodal Corridor Plan (US-50 CMCP)

SACOG serves as a Joint Powers Authority (JPA) of city and county governments in El Dorado, Placer, Sacramento, Sutter, Yolo and Yuba counties. As the only public agency with members from all 28 jurisdictions in the greater Sacramento region, SACOG plays a unique role as the place where local governments can come together to take on critical issues facing the region and to tackle problems that are too big for any one jurisdiction to solve on its own. SACOG is tasked by state and federal law with long-range planning for the region but also plays an important role in working with local partners to advance more immediate solutions to some of the region’s shared challenges of transportation, housing, air quality, climate change and the protection of the region’s agricultural and natural resources. The Sacramento Area Council of Governments (SACOG) is entering a new era of transportation planning in the six-county region by leading the US-50 Comprehensive Multimodal Corridor Plan (US-50 CMCP, or "Plan"). Building upon prior corridor planning efforts in the six-county region, SACOG will work in close partnership with Caltrans District 3, along with the El Dorado County Transportation Commission (EDCTC), Sacramento Transportation Authority (STA), Sacramento Regional Transit (SacRT), and in strong collaboration with local jurisdictions, Native American Tribal Governments, and public transit agencies along the corridor between West Sacramento and Pollock Pines. The US-50 CMCP will help inform the decision-making process and provide an overall vision for the future of the transportation corridors within the planning area, including guidance and coordination for future improvements necessary to meet corridor plan goals. Some examples of goals that should be considered in the corridor planning process include: Improving air quality and reducing greenhouse gas emissions Increasing the safety of the transportation system for all road users, including people walking and bicycling Improving and increasing multimodal accessibility, especially for low income and priority populations Improving and expanding mobility hubs Supporting economic development and job creation and retention Supporting efficient land use and housing Community engagement in the planning process in low income and priority populations Reducing growth in vehicle miles traveled Preserving existing transportation infrastructure Supporting goods movement Improving transportation system operations and efficiency Prioritizing transportation sustainability The US-50 CMCP will include all existing modes of transportation and strategies on innovation and technology, including: active transportation, public transit, rail, ride-sharing, vehicles, managed lanes through pricing and integrated corridor management, intelligent transportation systems and connected mobility technologies, transportation demand management strategies (shared/micromobility, mobility hub development, education/encouragement), broadband infrastructure, etc. US 50 CMCP offers an opportunity to develop a multimodal list of projects that improve connectivity and overcome barriers in the active transportation and transit networks with parallel corridors including the American River Parkway, and SacRT Gold Line. The Plan will incorporate strategies from both SACOG’s Metropolitan Transportation Plan / Sustainable Communities Strategy and EDCTC’s Regional Transportation Plan, as well as other relevant regional planning efforts such as the Regional Trail Network, Next Generation Transit Study, and the Regional Transit Network plan. The US-50 CMCP should also align with relevant state policies, including but not limited to, Climate Action Plan for Transportation Infrastructure (CAPTI), the 2020-2024 Caltrans Strategic Plan, and California Transportation Plan 2050.
