(1) Vendor needs to provide integrated library system and related services.• Deliver all services necessary for full system implementation, including data conversion, workflow setup, training for end users and system administrators, and post‑implementation hyper‑care support.• Data Encryption & Security Standards: encrypt all sensitive data while in use, at rest, and in transit using industry standard methods.• Provide comprehensive, fully indexed, and searchable documentation for both system administrators and end users, to be maintained and updated with each major release.• System shall be available 24/7/365, with exceptions limited to pre–scheduled and publicly announced maintenance windows.• Migrate all data from the SCCLD’s existing ILS (SirsiDynix Horizon) to the new system, performing any required data mapping and conversion to ensure accuracy and consistency.• Seamless operation on mobile devices with a mobile–responsive user interface that maintains the same core functionality, user experience, and performance available through supported web browsers, including but not limited to Microsoft Edge, Google Chrome, Apple Safari, and Mozilla Firefox• Web content and mobile application created, modified, or published by the Contractor on behalf of the County for public use shall comply with the Level A and Level AA or higher–level success criteria and conformance requirements specified in the 2018 or a later–published version of the Web Content Accessibility Guidelines.(2) All questions must be submitted no later than July 24, 2026.(3) A pre–bid meeting will be held on July 14, 2026.(4) The contract period will be for five years.
