(1) Vendor needs to provide energy code information technology, reporting and analysis, policy consulting, and marketing and outreach services to the government authority located in Maryland. • Information Technology (IT):– Develop data solutions, by performing requirements analysis, design, development and testing. As an example: solution would be a system that can collect, store, and export energy code data.– Perform system integration, for example to Infor or Avolve.– Maintain and support developed solutions.– Perform data manipulation, management and preparation for analysis• Reporting and Analysis:– The exact volume of building projects will vary from year to year, and is roughly estimated to be around 20–50 commercial new construction projects, 100–200 relevant commercial alterations, and 200 residential new projects.• Policy Consulting:– Assist with commercial and residential energy code policy changes, based on the data analysis conducted.– Assist in implementing and identifying new code measures for net zero energy on Level 3 alterations.• Marketing and Outreach Services:– Assist the agency with a public education/outreach program to enhance program documents and materials, organize community events, and create–consumer focused reports.– Produce public–facing consumer–level code cycle performance reports outlining progress toward grant objectives.(2) All the questions must be submitted no later than July 15, 2026.(3) The contract period will be for two years. (4) an optional pre–submission conference will be held on July 7, 2026.
