Description
Escambia County is seeking a qualified consultant to provide construction, engineering, inspection and project management services for recreational amenities and stormwater improvements on the Carpenter Creek Headwater Project. Anticipated responsibilities include, but are not limited to, construction inspection, correspondence, quality assurance, work inspection, and citizen communication. The administration of the Carpenter Creek Headwaters Project will be conducted by the Consultant in full cooperation with Escambia County. Escambia County will have the final word in regard to challenges of Consultant authority by the contractor or decisions made by the Consultant regarding the work. The ultimate goal of Escambia County and the Consultant should be to administer the contract in a highly professional manner, conducive to a cooperative relationship between the Consultant, Contractors, and Escambia County, and to complete the work on budget and on time with minimum inconvenience and maximum safety for the public. The Carpenter Creek Headwater Project is located along Olive Road in Pensacola, Florida. Project goals include managing water quantity, improving water quality, improving wetland habitat and species while allowing public access and creating new recreational opportunities in the Olive Road/Carpenter Creek Headwaters areas. The stormwater pond will treat stormwater runoff that is currently directly discharged into Carpenter Creek. Also, the pond is sized to alleviate flooding from a historic flood zone near Whitmire and Sabra Drive. Amenities being added to this park/pond include a parking lot, walking trail, boardwalk, benches, picnic tables, educational signs, and bike racks. Additional landscaping and a pollinator garden will further attract residents to the area. The Contractor’s work shall be substantially completed within Two Hundred (200) calendar days from the Commencement date and fully complete within Thirty (30) consecutive calendar days from the date of Substantial Completion for a total project duration of Two Hundred and Thirty (230) calendar days. The CEI Consultant will be allowed an accumulation of Thirty (30) calendar days to perform preliminary administration services prior to the issuance of the Contractor’s notice to proceed on the project and Thirty (30) calendar days to demobilize after final acceptance of the construction contract. Therefore, the CEI services contract shall be for a total of Two Hundred Ninety (290) calendar days.
