Conduct Research and Assessment– Review existing resilience hub and emergency preparedness initiatives.– Assess current community networks, partner organizations, and potential hub facilities.– Identify gaps, opportunities, and coordination needs.B. Facilitate Stakeholder Engagement– Lead interviews, workshops, and stakeholder meetings with County departments, community organizations, faith–based groups, and private–sector partners.– Document community priorities, operational needs, and partnership expectations.C. Develop the Strategic Plan– Define the CRH Network vision, mission, goals, governance structure, and operating model.– Establish roles, responsibilities, activation protocols, partnership pathways, and performance measures.– Provide draft partnership tools and templates.D.
