Vendor needs to provide housing needs assessment service to the government authority located in Maine. – Preparation of a comprehensive housing needs assessment for the agency that will include, but is not limited to, market conditions analysis, barriers to affordable housing development, current and projected housing needs and gaps, and recommendations.– Complete a housing inventory documenting the agency’s existing housing stock.  The inventory should document the number and type of existing housing units within the Town (e.g. single–family, 2–family, multi–family, senior housing, low–income, etc.), associated occupancy (i.e., year–round owner occupied, seasonal, short or long–term rentals, etc.), value (both property values and rentals), age and condition (if available), vacancy rates, an inventory of assisted housing and an analysis of sales activity and prices over the last three years.– Rental market analysis including information on existing rental properties related to rents, vacanies and amenities.  Include information on pending developments and rental housing needs.– Address key topics that include strategies regarding:• Regulatory and non–regulatory frameworks• Traditional and non–traditional funding sources• Rental and homeownership development• Innovative uses of land, resources and partnerships
