Ballot Measure Strategic Planning

The City of Benicia is seeking a consultant to assist in implementing strategy and guidance for revenue measures in both the primary and general elections of 2024. In March, the City is pursuing a proposed sales tax ballot measure and transient occupancy tax increase. In November 2024 the city is potentially pursuing an additional sales tax ballot measure (either primary or general election) and “skinny” charter (e.g. for the ability to increase property transfer tax only) consideration. The call for proposals is for ballot measure strategy and implementation guidance, informational messaging, ballot measure and ordinance language, and facilitating informational material distribution. The ideal consultant will have experience in multiple-measure sequencing to provide guidance on strategies and implementation. Budget will be a significant consideration in the selection of the vendor.
