(1) Vendor needs to provide utility rate study service to the government authority located in Vancouver, WA. • Conduct comprehensive utility rate studies for the city’s water, sewer and stormwater enterprise funds. • Conduct a review and update the city’s water and sewer system development charges and complete an analysis of the potential for creation of a new stormwater system development charge.• Develop and ensure an internal understanding of the City’s current utility rate, fee, and system development charge models• Assist staff in developing or updating any relevant City code, policies, or other governing rules necessary to implement the recommended rates, fees, and system development charges; this may include fund–level policies that articulate the funds’ management rules if such governance is not already developed by the time deliverables are due.• Identify and advise on any additional City, Public Works, or utility–level strategic, operational, or financial policies, procedures, and practices that materially affect utility rate design, cost recovery, financial sustainability, or implementation of the recommended rates, fees, and charges.(2) All the questions must be submitted no later than July 24, 2026
