(1) Vendor needs to provide homeless management information system. – The Homeless Management Information System (HMIS)Software–as–a–Service (SaaS) must be able to collect, manage, and analyze data to satisfy comprehensive federal, state, local, and client–specific reporting and outcome requirements.– The software must have the capability to generate and submit required federal reports based on  data standards.– An HMIS SaaS must provide data for key metrics that evaluate the effectiveness of the local homeless response system.– The system must be able to document and report on the specific progress of individual clients to demonstrate the impact of services.– Beyond federal compliance, the HMIS must also support state compliance and local strategic goals.• Data integration: The system must be able to share data securely with other applications, such as health records, for a more holistic view of client needs.• Custom reporting: Flexible, user–friendly tools are necessary to generate specialized dashboards and reports that go beyond federal requirements.• Secure data sharing: Robust security protocols are essential for protecting client confidentiality while allowing for controlled data sharing among partner agencies.(2) All the questions must be submitted no later than July 23, 2026.(3) Pre–bid meeting will be held on July 16, 2026.
