Pure Water AV- Demonstration Facility Membrane Filtration And Reverse Osmosis System

Palmdale Water District (PWD or OWNER ) is pursuing the implementation of Pure Water Antelope Valley (PWAV), a regional recycled water program to address and improve water supply resiliency and groundwater aquifer management. PWAV is planned to be an indirect potable reuse (IPR) project to be permitted under Title 22 Code of California Regulations for groundwater augmentation via direct injection. PWD has plans to construct an Advanced Water Treatment Demonstration Facility (Demonstration Facility) to provide a place for public education and tours, demonstration testing for permitting approval and full-scale design criteria development, and operator training. The full-scale facility is planned to have a capacity of approximately 5 MGD and will receive tertiary treated water from Los Angeles County Sanitation District’s (LACSD) Palmdale Water Reclamation Plant (PWRP) as the source water. The full-scale facility will be designed for potential future expansion of up to 10 MGD with the added ability to receive tertiary treated water from the Lancaster Water Reclamation Plant (LWRP). The Demonstration Facility will consist of the following major processes: One MF system with the ability to test multiple membrane elements simultaneously, One Primary RO system consisting of conventional RO system able to be operated as a 2 or 3 stage system, One or two Secondary RO system(s) that will receive 2nd stage concentrate from the primary RO system and be tested for high recovery, and One UV-AOP system that will include low-pressure high output lamps with sodium hypochlorite as the oxidant. The purpose of this Request for Proposals (RFP) is for the selection of goods and services for the following SUPPLIER provided system: Membrane Filtration and Reverse Osmosis System (MF-RO) . This shall be a complete and operable system and meet the experience, technical, and all other requirements included herein, including Part B Technical Specifications, Part C Membrane Filtration System and Part D Conventional Reverse Osmosis System, which can be found in the #Attachments . After evaluating proposals, PWD intends to preselect a SUPPLIER and execute a contract with them for the design submittal production and review revisions (Phase 1 work) and a guaranteed price for the equipment and construction and startup support services (Phase 2 work). The Purchase Order contract for Phase 1 will require the Phase 2 price to be a guaranteed not-to-exceed amount with escalation based on contract terms included herein. If PWD decides to implement the construction of the Demonstration Facility, the final, OWNER -approved design submittal package from the selected SUPPLIER is intended to be included in the general construction contract that will be advertised as a Request for Bid by PWD. The selected SUPPLIER would be required to supply the Phase 2 equipment and services (including but not limited to the equipment, its installation support and startup services, warranty and performance bond) at the guaranteed price under a subcontract or purchase order to the CONTRACTOR for the construction of the Demonstration Facility as part of the construction bid for the Demonstration Facility. The delivery and installation will then be required of the CONTRACTOR and not PWD.
