Specific Procurement Notice Request for Bids Small Works (One-Envelope Bidding Process) Country: Republic of Somaliland Name of Project: Horn of Africa - Groundwater for Resilience Program (P174867) Contract Title: Borehole Drilling in Somaliland (2 Lots) Loan No./Credit No./ Grant No.: IDA-E0130 RFB Reference No.: SO-MOWRD-SL-511105-CW-RFB 1. The Ministry of Water Development of the Republic of Somaliland has received financing from the World Bank toward the cost of the Horn of Arica - Groundwater for Resilience Project (GW4R), Somaliland, and intends to apply part of the proceeds toward payments under the contract for Borehole Drilling in Togdheer and Maroodi-Jeeh Region Somaliland (2 Lots). “ For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.” 2. The Ministry of Water Development now invites sealed Bids from eligible Bidders for the Borehole drilling in Somaliland (2 lots) as per the following: Lots Contract Description District Intended Completion period Lot-1 Borehole drilling in Cali-Ciise Site Togdheer Region, Somaliland 2 Months Lot-2 Borehole drilling in Qoolbulale Site Maroodi-Jeeh Region, Somaliland 2 Months A bidder may submit a bid for one Lot or both Lots. The evaluation will be undertaken on a Lot-by-Lot basis, and the contract will be awarded to the bidder that meets the Qualification Criteria and whose Bid has been determined to be: (a) substantially responsive to the bidding document; and (b) the lowest evaluated cost for the Lot. Bidders interested in bidding on both Lots must meet the technical and financial requirements specified for each Lot in the RFB. However, bidders are encouraged to bid on both lots to take advantage of economies of scale. 3. Bidding will be conducted through Open-National competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s Procurement Regulations for IPF Borrowers, November 2020, Revised September 2023 (“Procurement Regulations”), and is open to all Bidders as defined in the Procurement Regulation. 4. Interested eligible Bidders may obtain further information from the Ministry of Water Development, Project Coordination Unit (PCU) and inspect the bidding document during office hours from 8:00 AM to 4:00 PM at the address given below . 5. The bidding document in English may be obtained by interested eligible Bidders free of cost upon submission of a written application to the address below. The bidding document will be sent by email in PDF format. 6. Bids must be delivered to the address below on or before 2.00 pm on July 25, 2026. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders designated representatives and anyone who chooses to attend at the address below on 2.30 pm on July 25, 2026. 7. All Bids must be accompanied Bid-Securing Declaration using the form included in Section IV, Bidding Forms. 8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document. 9.
