LK-IRDCRP-PMU-539931-CS-QCBS Project: Integrated Rurban Development And Climate Resilience Project (Irdcrp) Reference No .: MOALLI/IRDCRP/PMU/CS/QCBS/IOM for Senanayake Samudraya in Gal Oya Basin 2026/06 The Government of Sri Lanka has received a credit financing from the World Bank towards the cost of Integrated Rurban Development & Climate Resilience Project (IRDCRP) which is a World Bank–financed initiative that aims to strengthen climate resilience and improve rural livelihoods through inclusive economic transformation. One main component of the project adopts an integrated approach to natural resources management, Irrigation infrastructure improvements and climate smart agriculture, with a particular focus on dry zone regions. The objective of the component is to improve the productivity of irrigated agriculture in major and medium irrigation schemes through improved water management as well as to enhance the adaptive capacity at the local landscape and population from climate induced drought and floods. The Chairman of the Consultancy Procurement Committee On behalf of IRDCRP, now invites eligible consulting firms to submit the Expression of Interest in providing the consulting services described in the Terms of Reference (TOR). Shortlisting Criteria The shortlisting criteria shall be Experience of the Consulting firm, Relevant experience in similar assignments during the last ten (10) years in Sri Lanka and foreign countries. Overall capacity and competence of the firm to carry out the assignment. Experience of handling assignments relating to world bank /ADB funded Projects. Conflict of Interest Interested consulting firms are instructed to adhere with the World Bank’s Procurement Regulations for IPF Borrowers, July 2016 (revised November 2023) set forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment: The selected firm or any affiliate that directly or indirectly controls, is controlled by, or is under common control with that firm, shall be disqualified from providing consulting services, financed by the Project. Further, consultants, suppliers, contractors and service providers (including their experts and other personnel) that have a close business or family relationship with all staff assigned under this contract and the key personnel of the selected firm shall not be financed by the project. Associations Consulting firms may associate with other firms in the form of a joint venture (JV) or as sub-consultants to enhance their qualifications. A firm may associate with other firms but shall submit only one Expression of Interest. Shortlisting will be based on the qualifications of the firm or the JV. Selection Method A consulting firm will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the World Bank Procurement Regulations.
