(1) Vendor needs to provide housing study and residential growth strategy services.• The study will identify current and future housing needs, evaluate market conditions, assess barriers to residential development, and produce an implementation–focused strategy to support workforce housing, market–rate development, infrastructure planning, and future grant opportunities.• Assess existing housing conditions and future demand.• Identify opportunities for new residential development and redevelopment.• Recommend policy, zoning, infrastructure, and financing strategies.• Develop an implementation roadmap with prioritized actions.• Support gateway and local governments in pursuing funding opportunities.• Stakeholder interviews, public surveys, focus groups, meetings with employers, developers, realtors, school districts, utilities, elected officials.• Demographic, economic, employment, migration, housing inventory, vacancy, affordability, review of existing plans.• Regional comparison, zoning review, incentives, preservation, affordability, workforce strategies.(2) All question must be submitted no later than July 20, 2026.(3) A contract period will be for one year.
