(1) Vendor needs to provide employee engagement survey service to the government authority located in Elgin, IL. – Provide design and conduct a comprehensive employee engagement survey and provide actionable recommendations.– Boost morale, increase retention, improve productivity, enhance organizational culture, track engagement over time, and build a trust–based culture.– Survey design and instrument development:• Develop a validated, customizable employee engagement survey instrument aligned to city goals.• Provide translation and accessibility planning as required.– Pre–survey communication plan:• Draft communications (email templates, intranet copy, flyers or posters) to promote participation.• Provide a recommended communication timeline and best–practice messaging for leadership.– Survey administration:• Host and administer the survey electronically (and provide alternative modes if needed).• Provide respondent anonymity or confidentiality protocols and technical support.– Post–survey action planning:• Facilitate the development of a citywide post–survey action plan and recommended programs.• Provide detailed proposed action plans addressing top drivers by department.– Post‑Survey Communication Plan:• Develop and deliver a comprehensive post‑survey communication strategy to ensure transparent, timely, and action‑focused messaging to all employees and stakeholders.(2) All the questions must be submitted no later than July 24, 2026.
