Construction Manager at Risk (CMAR) Renovations for City Hall and Business Office

The City is soliciting Statements of Qualifications from experienced and qualified firms to provide Construction Manager at Risk (CMAR) services for the renovation of the City Hall and Business Office facilities. The selected CMAR firm will partner with the City and the design team to deliver preconstruction and construction services that ensure the project is completed on time, within budget, and in accordance with all applicable codes and standards. The project includes renovations to occupied municipal facilities and will require careful coordination, phasing, and communication to minimize disruptions to ongoing public services and City operations. The CMAR will be engaged early in the process to provide cost estimating, constructability reviews, value engineering, scheduling, and risk mitigation support during design, and will later assume responsibility for construction under a Guaranteed Maximum Price (GMP). Firms responding to this RFQ should demonstrate: Proven experience delivering CMAR services on similar public-sector renovation projects Expertise in managing renovations in occupied facilities Strong cost control, scheduling, and subcontractor management capabilities A history of collaboration with owners, architects, and other stakeholders Knowledge of local, state, and federal construction requirements and procurement regulations Following evaluation of qualifications, the City may invite one or more firms to participate in interviews and/or submit additional information prior to final selection. The City reserves the right to reject any or all submissions and to select the firm determined to be in the City’s best interest.
