RFP 8070-R-2020/MS Bike-Share Services: Electric (Docked and Dockless) Bicycles and Conventional Bicycles

The purpose of this RFP is to obtain docked and Dockless regular and electric assisted-bikes (e-bikes) Bike-Share (Bike-Share) services to enhance the City of Norfolk’s (the “City”) multi-modal portfolio and improve the public transit system accessibility, equity and utility. Target users include commuters, visitorsourist, and residents of every socio-economic demographic. The existing local public transit system including bus, light rail and Amtrak, is heavily used and serves a critical function but has some inherent limitations. Bike-share services are intended to address some of these limitations. Bike-share will assist with solving the “first mile-last mile” access issue of traditional public transit. Bike-share will make existing public transit more appealing to more citizens and visitors. Citizens who have public transit as their only option will have a greater range of mobility and less inconvenience. Visitors in town for the day or longer will have on demand transportation that will give them access not only to existing public transit but also to the full range of attractions and experiences available in Norfolk. The bike-share program helps reinforce Norfolk as being a vibrant waterfront City and the City’s efforts and investments in such a program conveys that it strives to be bike-friendly for all levels of riders.
