SACOG Regional Trails Implementation Strategy

SACOG identified that a key next step in advancing the region's six-county trail network is to develop an implementation strategy that focuses on program development and management. T o understand the best path to implement the trail network’s vision, SACOG is requesting proposals from interested consultants to provide assistance in developing a clear implementation strategy that addresses potential paths for funding, ideal governance and oversight structure, and other elements to assist in accelerating the development and construction of the trail network. SACOG views this work as a high-level first look at what options are available and worth exploring as a region, and as the first step in a more comprehensive implementation effort. Interested consultants and/or teams should be able to demonstrate experience with : Work leading towards or resulting in implementation of trail infrastructure, including planning, design or construction; a strong understanding of the complexities associated with program development and implementation that involves multiple regulatory agencies, land owners, and jurisdictional boundaries; creative funding strategies, including federal grants and local revenue mechanisms; and development and implementation of governance structures. The ideal team will demonstrate a multidisciplinary approach to illustrate a broad depth of knowledge in program development, public finance and economic development, active transportation planning, and governance strategy and development.
