RFP - Design Engineering Services for Plumas Lake Boulevard / SR 70 Interchange Project Phase 2

Yuba County Public Works is soliciting proposals from qualified consultants to perform the following services related to the successful completion of the Plumas Lake Blvd./SR 70 Interchange Project – Phase 2: • Prepare construction plans, specifications and estimate including roadway design, drainage design, bridge design, and traffic signal design; • Coordinate with utilities; obtain permits and approvals, including approvals and agreements with Caltrans; satisfy Caltrans and Federal requirements; • Provide bidding assistance; bidding and construction assistance; and • Provide additional services as may be required. Engineering design was started in 2020, but was temporarily suspended in 2021. The work to date can be located here: https://yubaengineering.egnyte.com/fl/sRbnovgz0Y Yuba County will administer the construction contract under a separate bidding process. Plans, specifications, and estimates will be prepared, and improvements will conform to the current Caltrans Procedures Manual, Standard Specifications and Plans, and Bridge Design Manual. Yuba County will provide necessary CEQA and NEPA documents. The SR 70 Environmental Impact Statement/Environmental Impact Report (which included this interchange) and conceptual geometric drawings of the proposed Plumas Lake Blvd interchange alternatives are available for review at the Yuba County Department of Public Works. Yuba County will use the Proposal for Professional Services submitted in response to this Request for Proposal as a basis for selecting the engineering consultant for this project. Yuba County will evaluate and rank the consultants’ proposals according to the criteria provided in the attachment “Evaluation Criteria” of this Request for Proposal. Upon approval of the selected consultant by County, a mutually acceptable price will be negotiated, a written Agreement will be prepared, executed by the consultant, and presented to the Board of Supervisors for approval and execution. The Consultant will begin work immediately upon execution of the Agreement by the County and shall complete the work within 24 months. Yuba County anticipates that this project will be a strong candidate for potential transportation stimulus package funding so it is imperative to complete the PS&E package and obtain all permitting and certifications as soon as possible.
