(1) Vendor needs to provide Forensic Toxicology Analytical Platform suitable for use in a medico–legal forensic toxicology environment supporting overdose surveillance, toxicological confirmation,and medico–legal death investigation function.• Ultra Performance Liquid Chromatography (UPLC) system• Triple Quadrupole Mass Spectrometer (TQ–MS/MS)• All required pumps, autosamplers, column managers, detectors, and controllers• Workstation(s) with required processing specifications• All required software and software licenses for full analytical functionality• Bench to contain entire system including soundproof space for pump(s)• Required operational stand(s) and mounting systems• All accessories, consumables, and components necessary for complete operational startup• Installation, calibration, startup, and operational verification services– ANALYTICAL CAPACITY REQUIREMENTSThe system shall support:• Forensic toxicological screening and confirmatory analysis of biological specimens• Detection, identification, and quantification of emerging synthetic opioids, fentanyl analogs, nitazenes, and novel psychoactive substances• Multiple reaction monitoring (MRM) acquisition mode• Analytical sensitivity, specificity, and dynamic range appropriate for forensic toxicology confirmation workflows• Data acquisition, processing, reporting, and management compatible with the existing forensic toxicology laboratory operational environment• Detection, identification, and quantification of reserpine sensitivity(2) A mandatory Pre–Bid Conference will be held on June 24, 2026.(3) All question must be submitted no later than June 25, 2026.
