Description
This Price Quote seeks the total price for mobilization, demobilization, dredging, transport and offloading dredged material at Transfer Site. Escambia County Responsibilities Provide Contractor with copies of permits (enclosed) Ensure contractor’s insurance coverage meets Escambia County requirements (enclosed) Oversight of the dredging project. To the extent possible, the Marine Resources Division will have someone available to be on scene during dredging operation. MRD will coordinate with Escambia County Public Works to ensure Transfer Site is available to offload dredged materials. Contractor Responsibilities Work to begin within 10 calendar days of the Notice to Proceed (NTP). Adverse weather days may allow for an extension, but must be requested in writing and approved by the Marine Resource Division. The following best management practices (BMP’s) will be employed by the marine contractor during dredging and offloading/transfer of dredged materials at uplands transfer site. A. All Work Is To Meet The Following Requirements: 1. Operations are to be limited to daylight hours Monday through Friday. 2. Operations are to be staged from an upland area. 3. All work is to be performed in a manner that avoids and/or minimizes impacts to live bottom and other resource areas (e.g., seagrass beds, oyster beds, wetlands, mangroves, and other sensitive habitats) while approaching, working in, and leaving the dredging and transfer site. 4. All work shall avoid impacts to manatees, sea turtles, and other species listed by the state and federal government as threatened or protected. 5. Description of Work Activities The Contractor shall perform the following activities: Permitting: All permits shall be valid throughout the contract period. County’s Project Manager (PM) will confirm permits are valid upon issuing Notice to Proceed. (See required permits a noted within) Dredging: The Contractor shall mechanically dredge approximately 600 cubic yards of material but no more than absolutely necessary for vessels to adequately navigate the canal entryway, within the permitted 50’ x 95’ area to -5.0 Mean Low Water at the entrance of Lafitte Cove Canal from Santa Rosa Sound (see attached ACOE permit for exact dredge area). Dredging will be conducted such that the channel bathymetry is at a consistent depth, without excessive sediment peaks and depression areas. The budget for this project is limited to $49,000.00, therefore the actual amount of dredging will be calculated with respect to price per cubic yard of dredged material removed. With County approval, the Contractor is to dredge the canal entryway within the permittee area at the direction of the County’s Project Manager. The Contractor is to contact the County’s Project Manager no less than two (2) days prior to beginning any work. No work shall begin without formal written approval from the PM. The period in which the Contractor is to dredge will be determined by County’s Project Manager. Escambia County reserves the right to make the final determination of specific dredging periods and locations during this contract. Preferred dredging period will be January-February 2025 to avoid shorebird nesting season. Dredging must be completed by 1 March 2025. Transport and Discharge: The Contractor is to transport and discharge the dredge materials to the pre-determined upland discharge site, which is a vacant parcel south of the existing Pensacola Beach (Santa Rosa Island) Water Tanks located to the east of the Little Sabine Inlet (see attached Dredge Site and Dredge Transport Site Maps). The Contractor will move the dredged materials approximately 100 feet shoreward of the MHWL, as designated by PM. The Contractor will ensure no dredged materials are discharged into the Little Sabine Bay entrance channel, and shall avoid impacts to vegetation. The Contractor will take all necessary action to minimize any impacts to the shoreline, and will restore the shoreline to pre-transfer conditions. The Contractor shall provide a daily total and cumulative total of dredged quantities to the PM at the end of each day’s work. Pricing: Price shall be provided in Total Cost Per Cubic Yard , and shall include all mobilization, demobilization and any other expenses. Invoicing: Upon receipt of written approval, the Contractor shall perform the work. Upon completion of the work, the Contractor shall submit an accurate invoice to the PM for payment. Project Initiation The Contractor shall begin performing the service described herein within 10 calendar days of the issuance of a Notice to Proceed by the PM. Experience The Contractor shall provide three (3) references of work of similar size and scope.
