(1) Vendor needs to provide cloud–based OneSystem.– Design, develop and configure, test, implement, pilot, and stabilize OneSystem, a centralized digital platform to replace agency current fragmented systems for grant management and grant performance management.– Configure the platform to support OneSystem business processes.– OneApp Grant Management Lifecycle Grant setup, eligibility rules and enforcement, and application configuration.– Support needs assessment, root cause analysis, priority setting, goal development, strategies, and progress monitoring.– OnePlan and OneApp Integration Unified user experience across planning and grants and performance management.– User live–collaboration tools.(2) Pre–bid meeting will be held on July 22, 2026. (3) All the questions must be submitted no later than July 29, 2026.
