(1) Vendor needs to provide strategic advisory and owner’s representative services. – Provide strategic advisor in evaluating, defining, and recommending the optimal operating model, governance framework, technology strategy, and implementation approach for a connectivity portal and supporting ecosystem.– Consultant will assess business requirements, stakeholder needs, existing research, and industry best practices to develop a comprehensive roadmap that will guide future procurement, implementation, and operational planning activities.– Strategic Assessment and Future–State Recommendations: Evaluating business objectives, stakeholder needs, existing research, and industry best practices to recommend an optimal operating model and future–state vision for the Connectivity Portal and supporting ecosystem.– Technology Strategy and Architecture Recommendations: Assessing technology alternatives, platform capabilities, integration requirements, and architectural approaches to recommend a secure, scalable, and sustainable technology strategy aligned with program goals.– Implementation Roadmap Development: Developing a phased implementation roadmap that includes recommended governance structures, resource requirements, cost estimates, key milestones, risks, and success measures to guide future execution efforts.(2) All the questions must be submitted no later than August 4, 2026.
