REQUEST FOR EXPRESSIONS OF INTEREST (INDIVIDUAL CONSULTANT SELECTION) Country Pakistan Name of Project Integrated Flood Resilience and Adaptation Project (IFRAP) (Component-II Strengthening Hydromet and Climate Services) / Modernization of Hydromet Services of PMD in Pakistan (MHSP) Loan No. / Credit No. / Grant No. IDA-73330 Assignment Title Selection of Financial Management Specialist Reference No. PK-PMD-543203-CS-INDV The Islamic Republic of Pakistan has received financing from the World Bank toward the cost of the Strengthening Hydromet and Climate Services under the Component-II of Integrated Flood Resilience and Adaptation Project (IFRAP) and intends to apply part of the proceeds toward payments under the contract for subject consulting services. Title/ Position Qualifications Experience Financial Management Specialist (FMS) Professional qualification CA / ACCA / ACMA from a recognized institution. Ten (10) years’ experience of managing finance of large international / national / subnational projects Preference will be given to those who have experience in working on areas covered under the TORs. The Project Implementation Unit – Pakistan Meteorological Department (PIU-PMD) now invites eligible Individuals (“Consultants”), to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services by providing and submitting the following: A letter of Expression of Interest, providing information demonstrating ability, skills and experience to undertake the assignment and deliver inputs/ outputs required under the TOR. A detailed, dated and signed Curriculum Vitae highlighting qualifications and experience in carrying out similar assignments, as well as references for possible checks. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. The Consultant will be selected in accordance with Open Competitive Selection of Individual Consultants method as set out in the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020. The Consultant will be employed on Contract basis under and shall be working on full-time basis in PIU PMD, Saidpur, Islamabad.
