  "summary": "<p style=\"margin: 0in 0in 8pt; line-height: 107%; font-size: 11pt;\">The County of Sacramento (&ldquo;County&rdquo;) is soliciting proposals for collection, recycling and reporting of covered electronic waste (CEW), uncovered waste electronic devices (UWED), recyclable electric equipment materials (REEM), and universal waste (UWASTE ).&nbsp; The County receives these materials from the public as well as from our Neighborhood Cleanup Program at the North Area Recovery Station (NARS) and at the Kiefer Landfill (KLF).&nbsp; &nbsp;</p><p style=\"margin: 0in 0in 8pt; line-height: 107%; font-size: 11pt;\">Some of the key items of the RFP include the following:</p><p style=\"margin: 0in 0in 8pt; line-height: 107%; font-size: 11pt;\">&bull; &nbsp; <strong>Material </strong><strong>Tonnages:</strong> Contract with one (PROPOSER) to process CEW, UWED, REEM, and UWASTE.&nbsp; In 2025, the County collected the total pounds of materials per each site as outlined in the table below.&nbsp;</p><p style=\"margin: 0in 0in 8pt; line-height: 107%; font-size: 11pt;\"><img src=\"https://govlist.s3.us-west-1.amazonaws.com/images/production/84be67da-e3b4-48ca-8e18-1bec426e5989\"></p><p style=\"margin: 0in 0in 8pt; line-height: 107%; font-size: 11pt;\">&bull; &nbsp; <strong>County Facilities:</strong> The COUNTY'S KLF and (NARS) will be the primary locations the PROPOSER will be required to pick up CEW, UWED, REEM, and UWASTE during term of the agreement. Airports and DGS Surplus have also been included as pick-up sites.</p><p style=\"margin: 0in 0in 8pt; line-height: 107%; font-size: 11pt;\">&bull; &nbsp; <strong><span style=\"color: black; background: white;\">Transportation Facilities: </span></strong><span style=\"color: black; background: white;\">County reserves the right to provide transportation</span><span style=\"color: black; background: white;\"> of CEW, UWED, REEM and UWASTE within the County for materials collected at NARS and KLF.&nbsp; PROPOSER must provide all out-of-County transportation and provide any in-County transportation in the event of County equipment failures or logistical issues preventing the County from providing transportation.&nbsp; &nbsp;</span></p><p style=\"margin: 0in 0in 8pt; line-height: 107%; font-size: 11pt;\">&bull; &nbsp; <strong>Insurance:</strong> Insurance limit requirements for this RFP are attached in Attachment B Sample County Contract Terms Exhibit B.</p><p>&bull; &nbsp;<span style=\"background-color: rgb(255, 255, 255);\"> &nbsp;<strong>Invoicing - COUNTY:</strong></span> The PROPOSER shall make monthly payments to the COUNTY for the WASTE materials processed by PROPOSER pursuant to invoices from the COUNTY. Payments will be due within <strong>120 days of the date of the invoice</strong>. A Late Payment Penalty of ten percent (10%) will be assessed on all late payments, with an additional monthly interest charge of one &amp; one - half percent (1.5%), compounded monthly for every month thereafter.</p><p>&bull; &nbsp; &nbsp;<span style=\"background-color: rgb(255, 255, 255);\"><strong>Invoicing - PROPOSER:</strong> </span>The COUNTY shall make monthly payments to the PROPOSER for the WASTE materials (as applicable) processed by PROPOSER pursuant to invoices from the PROPOSER.</p><p>&bull; &nbsp; &nbsp;<strong>Term:</strong> The term of this contract shall be approximately five (5) years, with three (3) one year mutually agreeable renewals, for a total of approximately eight (8) years.</p><p>&bull; &nbsp; <strong>Early Termination Penalty:</strong> In the event the PROPOSER can no longer economically comply with the terms of the agreement, the PROPOSER may opt out of the agreement by paying a penalty in the amount equal to three (3) times the average monthly payments to the COUNTY. This average monthly payment will be based on an average of the previous six (6) months' payments. The PROPOSER will provide the COUNTY with a minimum of six (6) months' notice of the PROPOSER'S desire to exercise this option.</p><p>&bull; &nbsp; &nbsp;<strong>Bonding Requirements: </strong>County is requiring a Performance Bond for this project. Bonding Requirements can be found in Attachment B to this RFP and the bond form can be found as Attachment F.</p><p>&nbsp;</p>",
