Notice of Intent to Sole Source - Police Department – Records Management System (RMS) and Computer Aided Dispatch (CAD) System

Notice is hereby given that the City of Homestead, intends to award a contract on a sole source basis for the procurement of a Police Department Records Management System (RMS) and Computer Aided Dispatch (CAD) System, including associated software licensing, implementation services, training, technical support, and maintenance. The City intends to negotiate and award a contract to the following vendor(s): ForceMetrics Mark43 Description of Goods/Services The vendor(s) listed above will provide an integrated law enforcement technology solution including, but not limited to: Records Management System (RMS) Computer Aided Dispatch (CAD) Mobile and in-vehicle functionality Reporting, analytics, and compliance tools Interfaces with state/federal systems Implementation, migration, training, and ongoing support Basis for Sole Source This procurement is being pursued as a sole source purchase due to the vendor’s unique ability to provide a system that meets the City’s operational requirements and compatibility needs, including: • Compatibility with the Police Department’s existing infrastructure and software environment • Proprietary technology, integrations, or interfaces that are exclusive to the vendor • Continuity of operations and avoidance of major system disruption • Standardization of law enforcement data systems and reporting • Ability to provide ongoing support, upgrades, and maintenance as the original manufacturer/provider
