Request for Proposals Citywide Cost Allocation Plan & Comprehensive User Fee Study The City of La Palma (“City”) is requesting proposals from qualified firms with expertise performing comprehensive cost allocation and cost of services/user fee studies for California municipalities. The scope of services includes a Citywide Cost Allocation Plan & Comprehensive User Fee Study. The purpose of this project is to ensure that the City is utilizing comprehensive overhead rates and accurately accounting for the true cost of providing various internal and public-facing City services. The Proposer shall be responsible for preparing an effective, clear, and concise proposal. All proposals shall be submitted online via the City’s e-procurement portal at https://procurement.opengov.com/portal/cityoflapalma . All proposals must be received before 11:59 p.m. PDT on Thursday, September 19, 2024. Proposals received after that date and time will not be considered. Each proposal must be submitted online via the City’s e-procurement portal with a not-to-exceed project budget and fee proposal in a separate document to the proposal. There is no express or implied obligation for the City of La Palma to reimburse responding firms for any expenses incurred in preparing proposals in response to this request. The City of La Palma reserves the right to reject any proposals submitted. Applications submitted in response to this request for proposal (RFP) will be reviewed by a team consisting of City representatives. The team will review all complete, eligible qualified submittals received by the deadline. Upon evaluating qualifications provided in the applications the team may identify top vendors to be invited for finalist interviews.
