(1) Vendor needs to provide financing advisory services to the government authority located in Monterey, CA.     – Financing advisory services to assist in evaluating, and potentially forming, a special purpose tax increment financing (TIF) such as an enhanced infrastructure financing district (EIFD), to help fund critical public infrastructure while facilitating economic development.– Provide advisory services to evaluate boundary alternatives, revenue and bonding capacity, governance structure, and stakeholder engagement associated with potential district formation.– Identify complementary economic development tools and funding resources.   – Briefing and evaluation of EIFD boundary options.– Revenue and bonding capacity analysis.(2) The contract period will be for one year.
